Route schedules through an approver

Per position group: who owns the schedule, an optional second owner, and who approves it before it publishes. Leave it on Direct Publish and the owner publishes alone.

1. Admin → Settings → Scheduling → Schedule Approval Flow
2. Schedule Owner → 2nd Owner → Approval Authority, per group

   Owners also need scheduling rights for the group in Role Assignments.
