Approve shifts a manager submitted

Shifts a schedule owner submitted for sign-off wait here. Approve publishes them to staff; a note sends them back to the owner; reject removes them.

  1. Admin → Tools → Shifts Awaiting Approval
    The card only appears while something is waiting.
  2. ✓ Approve, 💬 Note, or ✕ Reject on each shift
    Approve publishes the shift to staff right away.
